GC Petition for Parents with under 21 sister

Hello all,
I am currently a permanent resident of the US and was thinking of filing a GC petition for my mom once i become a US citizen. My sister will be under 21 when i will be filing GC for my mom. Can my sister benefit from this situation? Or should it be that once my mom gets her GC only then she can file a GC petition for my sister?

You can file an FB4 I-130 for your sister once you become a citizen. It might still be quicker for your mother to file an FB2 petition once she gets her GC.
