GC holder applying for parents ?

Hello
i am a green card holder but completed 5 years and now i just started my naturalization application process.
my question please is can i apply for GC for my parents now while i am still a GC holder?
if yes, which option is better (takes less time and get more chances to be approved} : apply for them while they are outside the U.S or inside the U.S?

You cannot apply to sponsor your parents while you’re still a GC holder. You’ll need to complete your naturalization process first and become a USC before you can begin the process for sponsoring your parents.

Since they’re currently outside the US, they will need to complete the process from outside.
