GC for Spouse and Child

Please let me know the solution. Here is the scenario,

I am a US Citizen. My spouse and kid are abroad. They had US visa and GC in the past but lost them as they overstayed abroad.

Question 1. Can I sponsor GC for my spouse and kid? If yes, then how long does it take to get one?

Question 2. Can I file for GC for my spouse and child even though I am US Citizens but living abroad?
 
Answer 1: As far as I know yes.
Answer 2: Great , see if your local US Embassy entertains Direct Consular Filing. Its the fastest way to a GC (3 months)
