GC for parents, and visitor visa

I am thinking to apply GCs for my parents back in China. If I do, will they still be able to get visitor visa from either China or Canada? Will they get rejected based on immigration tendency? How long will it take to get their GCs nowadays?

Only a USC can petition for parents and that makes them Immediate Relatives who do not have to wait for a "priority date" to become current, so any IR will be refused a tourist visa once an I-130 is filed.
