GC for Canadian Relatives

I have just heard from someone that if a US citizen has relatives (brother/sisters) as Canadian permanent resident/Citizens, it decreases the amount of processing time considerably for them i.e from 11 years to 3 years. Can someone kindly confirm that?

This not correct. The FB4 wait time is not shortened based on Canadian citizenship or residency.
