I recently received US citizenship. Is it possible now for me to sponsor immigration of my brother, his wife and children from Russia?
How long does it normally take until they are admitted into US?

The kids are now 15 and 17, the first one will reach 21 in 4 years. Does that mean that if the papers are submitted this year, that he might be refused immigration if the approval takes longer than 4 years?
 
Sorry to tell you that, but for FB4 category it takes LOTS of time. :( Like 10-12 years before even priority dates become current.

I know there is a rule that the kids age freezes, but I'm not sure what is the exact situation: whether it's when you submit the final forms I-485 or the initial ones I-130. I hope our experts here will clarify that.
