Can a GC holder, sponsor a GC their kids who are over 21?

Yes, a LPR is eligible to sponsor their over 21 unmarried children as long as the children remain unmarried until after completing the process. Sponsoring a child over 21 by a LPR currently takes about 8 years on average.
