GC for a daughter or a sister

I am writing this because i really do not know where to start this process.

My mother and I, we have permanent residence in USA. We are originally from Dominican Republic. My sister, she is 36 years old, with two kids, 9 and 11 years old, her husband died one year ago.

I want to start the process for her, i know i can not apply for her GC, but i know my mother can. What do i have to do? Can you provide me some forum to look for? What are the form i need to fill in? and the cost of it?

I will really appreciate any help about it.

The process will be much faster if your mother is a Citizen. How much time does she have to become a Citizen? Because if she file as a GC holder the waiting time is long and by the time your sister will get her turn, her 11 year old kid may turn 21 and won't be able to come.
