Even if you want to carry photocopy, don't try to make it fancy and look like real - for example doing color photocopy/laminate etc. Even if you do so, put a big "PHOTOCOPY" sign on the top of it.
 
Yes, it is law. I remember when I received my green card along the welcome notice, it mentioned "you must carry this document at all the times. It is federal law." I am not sure if you haven't received a similar notice.

Airport agents alway ask for your driver id or your immigration status (including your green card) before you enter thru the screeners. My friend's parents were asked for immigration status and they show their passport, visas, and I-94 at both ticket counter and screener (they only flew on domestic flight).

I agreed with pralay that it is satisfactory to police officer or govt agent at the airport or any govt agency at govt agency.

I believe the Congress already introduced the bill to display the immigration status on all driver licenses like ssn card. They are still reviewing and debating. It won't be likely passed until after Jan 15.

It clearly states that:

The Permanent Resident Card, Form I-551, is issued to all Permanent Residents as evidence of alien registration and their permanent status in the US. The card must be in your possession at all times. While that does not require that you have on your person at all times, it does require that you have a currently valid card and that you know where it is and can show it to an immigration officer, if requested.

Thus, one can keep the card in a safe place at home (preferably in a fire-proof safe :p ) and yet be within what USCIS has mandated as above.

The million dollar question is, what does one do with the idiot-headed cops if one gets pulled over and they believe something other than what's written by the USCIS???

I think having a photocopy in your wallet might be a safe middle ground (even though even that has not been asked for by the USCIS at least on their website). NO WAY am I carrying my GC with me and risk getting it lost after all the YEARS and YEARS of frustration and worry in getting it. A replacement card takes almost a year to get if not more.

lets not talk about racism here ok. Back home, i know several instances where indians from Guwahati or manipur while visiting bombay and delhi were asked for passports. Since the hawaldars thought they were chinese. Some were even detained. Talk about double standards. Back home things are not much different . Trust me !
 
What should a person with pending green card carry as Derivative does not have valid i-94 as GC is pending and does not work so no EAD?

I guess if one shows a expired i-94 will be more trouble

For people whose their GC cases are pending, regardless of showing their expired I-94, they can show their receipt notices that they are in AOS status (status until approved).

If they don't have receipt notices, they can wait and stay home until they get their receipt notices or they should call customer service for receipt notices. For people who hired corporate lawyers, if any employer cannot give you a receipt notice, you can call customer service to send you a duplicate notice (I think).

This is my opinion. I am not a lawyer.

It happened to me when I went for vocation near New York / Canada border. The office asked to show the passport etc. I said I do not have passport or I 94 document, but I have EAD. He checked my EAD and my wife's EAD and asked me carry the documents all the time.
