There has been so much confusion on this. So, I am playing safe. I have an expired H-1B and have valid EAD and AP. I just sent in my application. Will let you know how it goes.
If you have a valid visa in your passport that allows you to re-enter US then you do not need a transit visa. But if you are travelling on AP then you do need to obtain transit visa (confirmed by British consulate in LA).
Could you please tell me what is the source of your information about transit requirement through UK. Did you read it somewhere or is it a personal experience.
I talked to the UK consulate officer in LA. My wife is travelling on AP and I still have valid H1-B stamp in my passport, so we ended up getting a transit visa (called Direct Airside Transit Visa) for my wife.
