A new memo from state dept suggests that all consular posts (not just Ciudad Juarez) will process GC
applications if CP is requested.
"The State Department has released a new policy memo, instructing all consular posts to accept immigrant
visa applications on the basis of a copy of an approved I-140 petition, an original approval notice, and a
receipt for an I-824 filing."
