In light of your (truly valuable) comments, what mechanism does exactly prevent a hypothetical company A to basically turn into a GC factory? I mean, even without AC21, one could apply for work sponsored GC, get it and don't work for a sponsoring company a single day. The problem with Naturalization seem less important there. I mean, after all many people consider only GC, not Naturalization. Besides, one could simply live enough years to get Naturalized based on "time present in country".
