from RD or ND to count 180 days?

Hi, there:

The 180 days is counted from which date RD or ND? Now it seems RD and ND has around 2 months different.

BTW, my case:
RD: 4/16/01
ND: 06/04/01

INS has not issued a formal ruling on 180 day rule yet , but I checked with a couple of lawyers and they say that it is the RD and not ND as that is when INS received the application.

Hope this helps and lets wait for INS to come out with formal ruling ASAP.
