From J1 to GC via a US citizen sponsor

Hi,
My sister is a phycisian and will be finishing up her residency end of 2006 summer, then I hope to be a US citizen, right now a GC holder of almost 4 years. She has J-1 visa and I hope to sponsor her to GC. But, that 2 year residency requirement is looming on horizon. Possibilities we consider are

1) She gets a wavier (I am aware of 3 ways of getting waiver to 2 years home country, one being going to a less desired region - what are they, for starters..

2) In case, she goes back to home country for 2 years, can i start GC sponsorship application right away so that we dont loose any time and she comes back here with her GC ?

Have you checked into how long it takes for your sister to get that GC sponsored through you ? Last time I checked, it was something like 11-14 years. If she takes a job in a medically underserved area for her J1, she will have opportunities to get her employment based GC waaaay before that.
