From EB-3 to EB-2 ROW ?

We have an approved I-140 with PD 02/06 in EB-3 ROW. During the July/August high last year we paid the visa fees and sent in the original documents/certificates etc. as requested by the NVC. We are not in the States, so we couldn't apply for AOS as we go through cp. My husband's a German Master Carpenter and as we don't see the ray of hope through all the cut-off-dates we though we might be able to get a credential evaluation in our favour (that the master certificate is equal to a bachelor's or so as it included many years of study and exams etc.).
And if we get this evaluation, what do we do then ? Could we maybe apply in EB-2 (would be great as it's current for ROW) ? And if yes, could we take the PD with us or do we have to apply for a new LC ?
We have a lawyer but we're not that overwhelmed with that service. The lawyer told us that we might be able to get an O-1 or H-1B with that credential evaluation, but we're not that sure. And to spent thousands of dollars to investigate that possibilities.....
Does anyone of you know of a similar situation ? What possibilities do we have at all in our situation - or do you recommend to 'sit tight' until our PD in EB-3 becomes current ?? Whenever this will be ? Thanks for all answers !!

I don't see a Master Carpenter being made equivalent to a professional with an advanced degree, but even then it doesn't matter - what occupation was the LC for?
 
LC was for bench carpenter. Yes, I know that it might not hold an evaluation. But we try every direction and to be 'creative'.
Do we have an alternative at all to simply wait ?
