Friend wants to file 140 & 485 directly

My friend is currently working on L1B for a Desi company. His lawyer has asked him to file 140 and 485 without filing for Labour. Not sure whether it is possible.
anybody has heard of such a rule.

There is a NIW category that doesn't require LC. Maybe the lawyer is suggesting that option?

EB-1 and EB-2 NIW categories don't need LC if qualified. May be that's what the attorney is suggesting.

I understand there is a NIW category. But ram03 in his mail had mentioned that his friend works on L1 Visa for a desi company, I can't understand how he qualifgies in the NIW(National Interest Waiver) category.

My concern is that the lawyer may pointed ram03's friend to a wrong direction.

He might be in a managerial position in multinational national company. He may not need Labor. Companies like TCS, NIIT have done this in the past. Now also they are doing it. This is advantage if you work for Desi Company and come here on L visa

L1B requires Labour

LIB visa holders need to go through Labour. However, L1-A visa holders (multinational manager) do not need this.
