Taking it literally that is "between 300 and 400", I think it should be 119.

I counted this way.... Is it not right !!!
300 301 302 to 399 = 100 (First digit 3)
303 313 323 333 343 353 363 373 383 393 = 10 (third digit 3)
330 331 332 333 334 335 336 337 338 339 minus 333 = 9 (second digit 3)

So total = 119 !!

333 should be included in your count for the second digit.
it has not been accounted for yet.
that would make it 10

and therefore the answer wud be 120
