Even though we applied for citizenship at the same time,I got my FP notice but my wife didn't get it.Is it normal ??? What does that mean ??

In our case, it's the opposite, my spouse got her FP letter on 11/23 and she already
finished with her FP while I have still not received the FP letter. I don't quite understand how folks at INS can screw things like this..If it's a delay of 4-6 days
I can understand, but in my case it's like 3 weeks and more..No wonder people don't have good opinion about INS.. The point I don't understand is that both applications
were send in the same envelope and so why screw the cases by separating them out unless there are some issues with one application.
