FP2 and RFE

which happens first usually? FP2 or RFE? any idea?

Seems no rule. But from rupnet.com, it seems that RFE first, then FP2.

I do know that FP'ing costs money for USCIS, so it would make sense that when they are absolutely sure that your case should be approved (i.e. no RFE is required) they would then go ahead and issue your second FP notice, because what if you are unable to reply to the RFE with satisfcatory answer, so your FP is not required anyways.

Just trying to be logical, but yeah there is no rule as to what comes first.

Why did some applicants got RFE after FP2?

I got RFE about two months after the FP2. So there seems to be no general rule.
