FP Validity period

I think, its 15 months

However, there are cases where BCIS has accepted them for 18 months also and approved the cases.

What do they mean by FP expired?

Does anyone think your FP changes anytime? As it is stored electronically in their computer, how can it expires?????

I would suggest, you and other new comers to this forum, to search this forum regarding FP expiry. There are lot of threads, which explains why 2nd FP is asked.

"FPs never change, but the report generated by FBI with those FPs is treated as outdated (old) in 15 months. I read someone saying, US constitution doesn't allow your finger prints to be stored anywhere, unless you are arrested or convicted. To get a new report, you got to start the process all over again."
