gurus! please clarify...

does this FP notice depend on place of residence + INS service center or just the place of residence? In other words if one has filed in VSC and another has filed in TSC on the same date and if both those are living in same state say TX, will those two get the FP notice at the same time or will it depend on service center?

DOES FAMILY-BASED FOLLOW THE SAME TIMELINE AS EB? GENERALLY, WHAT ARE THE FACTORS AFFECTING THE LENGTH OF I-485 PROCESS:ORIGIN OF COUNTRY, FAMILY-BASED, EB-1,2,3 ?
