FP notice

I have a question regarding the FP notice.
If the primary beneficiary alone gets the FP notice and the dependants do not get the FP notice is there a possibilty that the primary beneficiaries I-485 petition alone get approved ?

From what I heard, you can usually get FP done together with one notice.
