FP notice not recieved;what is the best way to file INFOPASS- online or call ?

Experienced gurus in this forum,

my check for N400 was cashed on Sept,11th and recieved my NOA recpeit notice on Sept 16th. I did not receive my FP notice so far. On Sept,18th I filed AR-11 for change of address online as I moved from NJ to Philly, I think this has most likely triggered the delay so far.

I will wait until Oct 10th to complete my 1 month, if I recieve my FP notice by then all is fine.

Otherwise I am looking to file INFOPASS or the best way to have my fingerprints done. I have never done this before and need help what is the best and faster way out. If I call USCIS on Oct 10th I think they will open a service request and ask me to wait for another 45 days and I dont want to get in that direction

still shows 'inital review' recieved on Sept 9th and mailed the NOA, checked few applications next to mine and they have status as Fingerprints notice sent.

I have set myself to recieve update emails when my case has any updates.
 
Then the letter did not get lost. I would check on the webpage also, once in a while, email notification is delayed.
