FP notice not recd

No news on 140 and 485 (of course)
Last updated date is 8/26/03

Now, the question is I have not yet recd. an FP notice. Any idea who issues this (FBI or USCIS) and is it possible to find out when this should be issued by?

Based on "popular understanding" of the new memo, I will probably have to wait a long time before they even look at my case since the FP is not complete.

Also, I think there is something about this RD of 8/21 - I have notice some approvals for RD 8/20 and 8/22, but non for 8/21!!??!!
 
According to my lawyer, the FPs expire every 15 months, so the later it is done close to the 485 approval the better it is, otherwise you will be shelling out $$$s for renewals and stuff, so whatever happens, happens for the best!
 
While that is true, the new memo seems to suggest that the 140/485 package will be looked at only when the FP is complete. I was happy to wait for the FP earlier for the same reason that yu expressed, but now am not sure anymore.
