FP notice and GC approval in 3 weeks

hello,
I just met a friend who applied for GC in october 99.
he recieved his FP notice in August, and one week after he did his FP he received his approval letter and yesterday he got stamped.
???????????
Are they really keen to use up the quota or what is happening?
 
is he for real? man this is really a good news.I know someone who applied January 99, and still no news yet.
 
this guy is for realI swear guys,
when my friend told me, as much as I was happy for him , as much as I felt that the BCIS work in the most unorganised manner,
he montioned something very strange, he said the apptoval letter looked very old as if it was ready for a very long time, and they just mailed it out last week, very strange indeed.
I called them last month and they said I would hear from them within 30 days, but I haven't heard anything, I will call them monday to check again, and hopefully they just send me an approval without even doing those FP. :D
