The USCIS backgroud check is actually comprised of 3 separate checks:
1) Finger Print 2) IBIS and 3) Name Check. The name check, from my understanding, takes the longest while the FP and IBIS should only take several days to complete and the results should be sent back to the USCIS.

I had my BIO appointment on Sept 31, 2007, and I have not had a LUD since. I have read that many people actually get a LUD saying the FP or the IBIS have been completed. But when I call the USCIS, all the IO's I have spoken to don't seem to know what the differences are. The common answer is: "The background check is done by the FBI, we have no control over it." It is as if they don't even want to touch the subject!

My questions are:
1) Should I be getting a LUD after IBIS and FP are completed?
2) When does Name Check begin?

My understanding is that FP Check and Name Check are done by FBI.
IBIS is done by USCIS. People get LUD changed when FP check is completed on the second day after FP is done. It is electronic procedure and very fast.

Name check is long especially for people from certain countries, although USCIS keep saying that they don't use country criteria, but everybody knows it is not true.
I did not see, that people said they got LUD changed when name check is cleared.

I pretty much sure that USCIS does not do IBIS check before adjudication.
Only when all factor lead to have certain case to be processed (namecheck-done, PD is current, visa is available, RD in processing range...) they start IBIS check which lasts not more than couple of days in the worst case scenario. At least that can explain why many of approved I-485 saw their LUD changes two-three days before get aproved.

What I said above is my wild guess, use it accordingly
 
Thx. You have answered more questions than any of the IO’s I have spoken to. Some seemed very reluctant answering anything about the IBIS. Some just don’t know what it is. I just don’t know what the big deal is when an applicant inquires about his own background checks!

What would the LUD say after the FP? I actually had a LUD two days after my FP, but it only said that they have received my I-485 application on so-and-so date, which is the same message as the previous LUD. No further LUD since.

Also, when do they start counting the 180 days for the Name Check? When exactly does the Name Check begin? The same day as the BIO appointment? I have read the Name Check actually starts when the I-485 application is received?

You LUD change will say FP review has been completed (not sure if it mentions approved) and processing on your case has been resume. We will contact you if we need any information ...etc...etc...etc.
 
I had LUDs on 2/7/08 and 2/8/08, I took my FP on 2/7/08. The message didn't change at all, still saying "we received ... on ...". Same happened to my spouse and my son.
