FP for I765 e-file , but not for paper-file?

I heard somebody saying that FP is only required for I765 e-filing, not for paper-filing. Is that true?

It really depends. I did e-filing and made the appointment for fingerprint and photograph, but in the support center, they just did not allow me to do that. They will need the fingerprint notice, receipt notice is just not enough.
 
No. You MUST appear to get your code 2 biometrics done if you efiled I765. You will need to call their 1800 number to make an appointment. They will give you an appointment number and an appointment time. You need to take that number to ASC in order to be be accepted for your appointment. For efiled I765s, USCIS will NOT send you an appointment notice. You will need to make the appointment by calling.
 
when I was preparing my I-765 today, I noticed that INS changed the form since 10/26/2005 and it says that if you have not done biometrics for other benefits, you should include $70 fee for it when you file I-765. Looks to me that now they require biometrics no matter e-file or paper-file if you have not done biometrics.
Hope somebody who filed after 10/26/2005 can comment on this.
