Does anybody know from which day 15 months expiration counter starts for FP? Is this the day when we do FP at ASC or is it the day when USCIS receives it (FP result received date in the online status message)? Just curious to find out if anybody has any info on this. Any comments/replies would be appreciated.

Here is a quick answer and some more..

The FP never expire. The FP results do according to some FBI rule in 15 months from the time you took it, not the day received.

Why shall we held responsible for that? It is not our responsibility that they did not use the results within the 15 months. It is theirs and this should be one of our points in the lawsuit. Besides, where is the law that says we should go get FP AGAIN? They are just BS us big time! Together with most the immigration lawyers and AILA.
 
Could it be a ground for class action suit?

See, the current law suit talks about unreasonable waiting, which can not be measured in dollars, whereas the cost of 2nd -3rd fingerprinting can be measured in dollars:
1. it takes about 4 hours to get fingerprints done
2. Hourly rate of folks here is let's say $50
3. Travel expenses: 50miles * $0.30 = $15
4. let's say we have 100,000 people forced to do 2nd and 3rd FP

And the total is:
(4*50+15)*100,000 = 21.5 mil
