If the envelope USCIS sends contains a "Return Service Requested" stamp/imprint that letter will not get forwarded. It will go back to USCIS with your updated address.
If the envelpe is w/o "Return Service Requested" then it will get forwarded.
I was in this situation 2 yrs ago. My EAD was mailed to the old address and it got forwarded since it did not have the "Return Service". My FP notice too got mailed to the old address and it got turned back. 4 weeks later I received it in a USCIS courtesy envelope in my new address together with an AR-11.
So in all it depends on how the envelope is stamped. By law all federal government mail is not supposed to be forwarded.
