Forms and fees, marriage based application

Hi everyone :)

Hope someone can answer my question.
Me and my husband are preparing immigration applications and petition for myself. I am not working and he is a student so our income, at this point, is limited. We get by and we have a joint sponsor. Cost of immigration is too expensive and we can't afford it even with a sponsor.
Can we apply to get a fee waiver for combined package I130 and I485 and do we stand a chance in getting it? I have red the fee waiver papers but they are not completely clear especially regarding our situation. They say that we can apply for a fee waiver but we still need a sponsor so we are a bit puzzled.
I would appretiate any advice.

I did check the guidance but I'm still not sure if I can apply for a fee waiver concurrently with filing Affidavit od Support. I am almost ready to file everything I need (including Affidavit). My only question is can I apply for the fee waiver in the first place.

My understanding is that the joint sponsor for I-864 is not responsible for your application fees, you are. And, if you can't afford it, then you can apply for the fee waiver.
