Form I-864 Part 5 - "Don't Count Anyone Twice"

I am married and living with the person I am sponsoring. On the top of part 5 it says "don't count anyone twice." So for question a "enter the number you entered on line 10" I enter 1. Question c says "If you are currently married enter 1 for your spouse." That confuses me. If I enter 1 on line c won't I be breaking the rule of counting someone twice?
 
Don't enter 1 on line c. Your spouse is already counted. So you don't need to count them again.

Ok, that makes sense.

Now, as my brother (who lives in the same household) is going to fill out the I-864a, I noticed it asks for proof of relation and proof of shared residence. For relation, can I submit copies of our birth cirtificates? and for residence, some bills such as pay stubs and bank statements that are mailed to the same address?
 
Brother's tax returns papers are also important to show that he is capable of supporting financially.The last year's IRS papers are required,if possible last three years papers.
 
Help on Form I-864

My friend who is a USC is filling for his wife out of status in the US and her kids, his step kids (not in the US). He has a problem filling out Form I-864.
Part 2: Should his wife information be here.
Part 3: Should they tick yes Line (8) and his step kids in Line (9)
Part 5: Line 21 (a) Should be 4 (her and 3 kids)
Line 21 (c) since in Line 21 (a) she has been counted should this remain blank.
Line 21 (d) He has a USC son
Line 21 (h) Then his house hold size should read 6, am i right.
He will be getting a joint sponsor's, should the joint sponsor fill out this same form I-864, similarly like how my friend is doing his.Thanks for all your help.
