Is it realistically true to say that , the only time a FP notice is sent out is when your file is located and ready to be sent out to DO. ?

Your thoughts please.
 
Not sure what your question means. The file would still be at the service center when the fingerprint is done. It is moved to the DO when they wish to do the interview.

I was only trying to see if there is any pattern from which you can at least tell if the Services Center already located your file from their storage area when they schedule you for finger print or the finger print notice is generated automatically (depending on the queue) as soon as they receive your N-400 application regardless whether they located your file or not?

They get your file from storage before they do anything. So, when they send out the fingerprint notice, they of course have your file in front of them.

I have a multiple choices question for you:

In my case, where do you think was my file when I was scheduled for fingerprints for the second Naturalization Application?

A. At the L.A. DO where was stalled (due to FBI Clearance pending) my first application?

B. At the Regional Center in Nebraska?

C. At the DO in Portland, OR?



P.S. I din't pay attention to the post stamp, I'm curious if the FP notice comes from the Regional Center or from the local DO.

I will then comfortably say that, if your Service Center is very busy with many applications, your FP notice can relatively take some time to arrive. (Based on JoeF's theory).

I don't think it has anything to do with the Service Center. It is how backed up the DO is, that controls your timeline (I believe). People who applied at VSC after I did, are already citizens and I haven't even had my interview yet. I guess my DO is so small, they don't have the personnel to handle the cases in a timely manner. The building itself is the size of a regular post office.
 
So then , can I say that the Service Center actually coordinates with the DO for schedule availability before sending out the FP Notice ??
 
I think that any action like FP or interview letter by service center is closely related with the processing times of local DO ..

The only thing is that at times there is disparity of timeline of notices being sent within a particular DO which I am not sure how it is tackled ..bottom
line every case is different or some people are just lucky than others

just my 2 cents
