For H1B extension. Does LCA required?

To extend my H1B visa after 3 years, my company's lawyer also submitted ETA form 9035 & 9035E. The form is titled: Labour Condition Application for non immigrant workers.

Is this required as part of the H1B extension?

Why it is needed in general?
-----It is needed for H1. Read DOL site or H1 regulation and you will know why the LCA is filed with Fresh H1 or H1 extensions.
