Follow-to-join for stepdaughter

Friend Info
- H1, expire 06/07, I140 approved, will file I485
- Married this Oct. Wife already has a daughter and son.
Want to file follow-to-join for all 3.
- Daugther was over 18 at the time of marriage, but under 21.
- Paralegal said that daughter can't join the AOS.

I didn't believe it at first, since most resources just say “unmarried children under 21".
But USCIS website has

- A stepchild if the marriage creating the steprelationship took place before
the child reached the age of 18



If this stepdaughter can't join the friend's AOS
1. Can she come to US as H4?
2. Can she stay in US by changing H4 to F1?
3. If H4 is not possible, can she apply for F1 out of US?

4. If F1 is not possible, can she apply for tourist visa?

Blech. She's over 18 so it's probably not criminal, but it's still reprehensible.
