I would like to ask about the best way to fix the picture , if it possiple to use a software to fix it , Please explain to us how we should fix the picture excatly , ill be more happy to explain it with picture ....

deception??? better check that translation again, I'm sure you mean something different. I took a picture with my digital camera and then used GIMP (http://www.gimp.org) to scale the picture. That software is free.

Be careful, its the document from DV-2009, the one for DV-2010 is not published so far. But I dont think the change anything with the photo specifications.

If you are asking this question, you probably don't have any experience in fixing pictures.

Therefore, you'd better consider paying to a specialist for doing this. In my country, such a specialist can be a public photographer. Just bring the instruction to him.
