Is it normal that I have not received my CARD after the approval five months later?

No, it's not normal. I would file I-90 and indicate that the card has never been recieved - in which case you do not have to pay the fee.

I'm in the same boat lie you. Got approved back in Feb 09, 2006, received approval letter Feb 14 but card yet not received. Called several times to customer service but they kept saying they don't find my bio so card can't be produced. I 've been for that bio deal for total four times but still nothing.
I finally made an info-pass & see an immigration officer in the local office & explained him the situation & also requested him to get my bio there at the local office. Officer did so & said if I don't receive my card within 90 days make another info-pass & see an officer.
By the way I got my passport stamped. Officer told me that stamp works just like green card & I can travel anywhere with that.
I was at the local office June 30, 2006, so it's like couple of weeks & so far nothing. I'm waiting.
I would suggest you instead of calling USCIS rather make an info-pass & talk to an officer & also do as I did. Also get your passport stamped that way it will help you as far travel goes.

I called the 800 number yesterday and a representative could only be able to take my quentions and send a message to my local CIS office. I was given a referral number and was told that if nothing happen within next 30 days, I should call back.
I sent a E-mail to my congressional representative asking help.
In terms of the stamp, can they stamp on I-94 card if one has no valid NP?

The generic email address for your congressional office?

You will be much much better off to call them instead and speak to the staff person who handles immigration casework.
