HELP on first time H1B stamping at Delhi from Chennai Region

I have H1 approved (F1 to H1) and am working for Company A in the US. I plan to visit India in Dec 05. I read on www.ttsvisas.com that if one's case is an 'emergency case' and visa was not rejected earlier, one may qualify to apply for appointment at Delhi.
I have not been in rejected a visa in the past and since there are no appointments at Chennai in Dec 05, do I qualify as an emergency case at Delhi.
Also, read an article on http://chennai.usconsulate.gov/ that from Oct 3, 05 Visa application fees need to be paid in advance at HDFC Banks before getting visa appointment. Anybody with addl info how this will work for people in US, pls respond.
