First time H1b stamp after extension in Canada

Hi,

I have not had my passport stamped yet after I changed from F1 to H1. Could anyone please let me know if can I can go to Canada to have my passport stamped now, or do I have to do it in India.

Also, when I first went for my F1 in 1998, it was rejected (reason: potential immigrant). But I got the F1 stamp next time in a month.

Could anyone please let me know if it is advisable for me to go to India only.
