First time H1 B at Halifax Consulate

Hi there,
Can anyone tell me whether Halifax Consulate is issuing H1 B Visas? I've an appointment at that Consulate on Nov 3, 2005. I've currently a F1 VISA stamp and I already have an approved H1.

Also, can you please tell me what would be the processing time as their VISA section is open only on Tuesdays and Thursdays. Does that mean that I've to come next Tuesday if I submit my VISA application this Thursday, or does it operate the normal way of issuing the VISA the next day?
