First Rejected then Accepted Cases

Could those whose parents/relatives' B visa was rejected at first but was later approved post their cases here? Particularly please tell what you did and how you strategized after the first rejection.

I am interested in finding what documents can really prove strong ties back in india other then Business papers, Property Papers.
