Fingerprints rejected twice (?), need help

1st fingerprints in 10/2006.

Got notice that it was rejected by FBI.
2nd fingerprints in 11/2006.

Got 3rd request to take fingerprints in 06/2007. This notice didn't say my last fingerprints were rejected. Simply asked me to do it again.

Question: Are my 2nd FPs rejected?
How do I check if FPs are cleared after 3nd time?
What to do if the 3nd FPs get rejected again?

FP Rejected Twice, Then ...

Most probably you will be asked to produce POLICE CLEARANCE LETTER from every -
1. City
2. Municipality
3. County
you lived in past 5 years within 3 next months. These all cost you 15-40 USD/letter/Office. Be prepared to visit the local police office & county courts.

Its fun though seeing how structured is the money minting process.
