Fingerprinting problems for wife at Elizabeth, NJ

My wife and I had our FP done today at Elizabeth (285 N Broad Street location)

During her FP, she was told that she had 'scratchy fingers' (i.e. fingers with lots of scratches) and that in her experience, with fingers like that, she'll most likely be called in for a second FP. My wife stated her fingers are what they are :-)
She basically *did* apply cream etc. to them beforehand for a few weeks however my question is why would the Fingerprints come out any better the second time ? What happens if they don't come out well the second time ?

I heard somewhere that she needs to get local police clearances etc.
How does she do that ? And in what format should the said clearance be ?
Surely this delays the entire case ! :-(

Any information appreciated.

--------------She should use hand cream daily. Second time they will take her fingerprint manually on FBI card and Expert in fingerprint faculty will see her fingerprints on FBI card and they may take each finger Prints 2-3 times and the best result they will stick to FBI card.
What happens if they don't come out well the second time ?
-----------------Then she will be asked to get Police clearance from the locations where she stayed in last 5 years.

---------------Where she stayed in last 5 years she need to contact the police station and they will guide her. They will need her Name, DOB, SSN and she can explain on letter that her Fingerprints are rejected two times and USCIS need the Police clearance for her US citizenship application.
I read a case that the person was not informed before interview that He/she need to get Police clearance. USCIS officer told at the time of Interview and gave some letter/ printout to get Police clearance and then submit to local USCIS office.

Surely this delays the entire case ! :-(

I also read info months back that at Elizabeth fingerprint faculty and person was informed by fingerprint technician that his/her fingerprints are not very clear. Person asked that why not to take other set of fingerprint on FBI card? They informed that they will take on FBI card if FBI is unable to read or classify them. They told him 50-50 chance of rejection or fingerprint clearance and I don’t have more info about that case and how it was resolved. You may post in Newark thread and may be somebody will guide you the experience.
 
I have had a similar experience in Orlando. I was sent a notice saying that the FBI was unable to process my fingerprint card, and to have my fingerprints re-taken.

I then received the letter with my interview date so I thought everything was OK. However, when I went for the interview, I was advised that the second set of fingerprints could not be processed either. So I was given the following letter at the end of the interview:

"As a result of two fingerprint rejects by the FBI, in order to continue processing your Application for Naturalization, it isi necessary for you to provide the following documents:

- On original letterhead, (no copies, copies will be rejected) bring a letter from the Government Authorities, to include a letter from the City Police Department AND a letter from the County Sheriff's office, which Certifies "No Police or Criminal Record" FROM EACH AND EVERY CITY you have resided in during the past FIVE YEARS.

OR

- Submit a "certified" rap sheet issued by the Florida Department of Law Enforcement"

Apparently, the second option is very lenghty to obtain. However, I got a letter from the City and one from the County later the same day and brought it back to the Application Support Center and got my Oath letter that same day.

To get those letters, all I needed was to show my drivers' license.

------------------------- you braught Police clearence letter to Application Support Center???? why you are supposed to give it to Application Support Center? or you gave it to the Local USCIS officer who conducted the interview?.

I'm sorry, you are quite right, I brought back the letters to USCIS Officer, not the Application Support Center (got my buildings confused!).

2when did you got notice FBI was unable to process your fingerprint card, and to have your fingerprints re-taken. How many days after First fingerprint you got the Notice for second fingerprints? I received the notice on Sept 3. The notice was dated Aug 28.

3 what kind of letter you recieved with your interview notice and you thaught is OK. I received my interview notice on Sept 16, and it did NOT mention anything about the fingerprints.

The USCIS Officer was really nice, he said if I came back with the letters on the same day, they could give me my oath letter right away. Which is exactly what happened.

However, at the bottom of the letter he gave me (which is entitled Attachment to N-14), it states:

"Submit all requested items with the attached form N-14 letter, within 30 days of the date of this letter. Failure to submit the above requested documents may result in DENIAL of your application."

So I guess you can get this letter in other circumstances, but I have no idea when or how. I can only tell you what happened for me.

---------I received the notice on Sept 3. The notice was dated Aug 28. and I did a walk-in on Sept 4 for the second set of fingerprints.

----------- I received my interview notice on Sept 16, and it did NOT mention anything about the fingerprints.


It means you got second fingerprint notice after 12-13 days from your first fingerprint date. You went for second fingerprint and completed second fingerprint process and USCIS did not inform you with your Interview date notice that your second fingerprint results were also unclassifiable. You were informed at the time of interview that you need to get Police clearance and then you got the Police clearance certificate and submitted to the officer who conducted your interview. This is experience from Orlando and not from Newark NJ DO

In hindsight, my fingerprint issues were predictable, as I had had the same problem during the Green Card process. And, I was told on the second time they took my fingerprints that it was not unusual for this type of problem to occur, and that if these fingerprints were also rejected I would need to get clearance from the police. I didn't probe further because I was certain that I would get a letter with all the details to that effect, if they were rejected a second time. But as you know, I didn't.

If I had known about those letters, I would have gotten them just in case and brought them to the interview. They were very easy to obtain (both city and county were totally uninterested in why I was asking for a criminal background check, it seems to be a very routine thing and they did not even want to see the letter from USCIS), and cost around $10 each.
