I submitted I-140 and I-485 together with my husband in 2007. I-140 was approved and I-485 was pending. For some personal reasons, I left USA in 2008 and currently stay in China. Recently I received USCIS notice for fingerprint. Is that possible for me to get my fingerprint done outside USA? Thanks.

To do fingerprints outside the USA, you would have to switch to consular processing, which would cancel your I-485 and require waiting outside the US to do the interview at the consulate.
Did you have an approved Advance Parole, or valid H1B/H4/L1/L2 status before leaving the US in 2008? If not, your I-485 will be considered abandoned and you will have no choice other than to switch to consular processing.

If that's the case, can I reschedule the fingerprint? I don't think I can make it to come back to USA soon. How long can I postpone?
My husband is on H1B and working in USA now. I didn't apply for AP before leaving US. Can I still apply for H4 to come back to US?

You can request a reschedule by following the instructions on the fingerprint notice. But you can't request any specific time frame (well, you can, but they will ignore it). They will decide when the new appointment is. It could be a few weeks after the original appointment, or it could be more than 6 months.If that's the case, can I reschedule the fingerprint?
