I can see that you had police clearance from TZ and UK and probably because you lived in both countries.
My question is, my wife spent 9 months in Kenya. Does it mean that she needs police clearance from there too?

Technically according to DV rules/regulations:
If your wife was over the age of 16 and lived in a different country for 12 months or more (straight or accumulated over time) then she would need a police certificate from Kenya.
As your wife lived in Kenya less than 12 months, she would NOT need a police certificate.
Personally I would take one anyway just in case, better safe than sorry
