Final waiver decision from USCIS or DOS?

Hi there,

I was wondering if anybody knows whether the final waiver dicision would get mailed to applicant by DOS or USCIS. The issue is that since I applied from out of US and I didn't have any US stamps I just included some international stamps that should be exchanged to US stamps for the envelop they suppose to use to send me the final decision. I'm just concern that they won't go out of their way to do so!!! So they won't mail me the final decision!!! Has anybody experienced something like that?

The final Decision will be mailed to you by USCIS and they send it to their own envelope.
