Filing N-400 along with n-648 Medical Certification for Disability Exceptions

I am going to file N-400 for my mother along with N-648 Medical Certification for Disability Exceptions based on ( unable to learn new language). She is in the United States since 1996. I have the follwoing questions.

Do I need to hire a lawyer to help her with this process?

Should I be able to accompain her to the citizenship interview?

How do I let USCIS know that I will be helping her with this process not a lawyer?

Only a lawyer or representative from a community type based organization can be present at the interview by filling out form G-28:

Also, the disability waiver request should be based on more than just "can't learn language". You'll have to provide medical proof why she can't learn new language (ex: stroke, mental disorder, memory loss, etc..).

My mom's doctor is going to provide her medical conditions on N-648 which will prove that she is unable to learn new language due to her Illness.

Do you any idea how can I contact with community based orginations for help. Is there any located in Washington DC area.
