Filing I485 application

Folks,
Since the visa numbers are unavailable for EB3 category, no pending I485 will be approved. However can I file a I485 application with USCIS?
My I485 was filed in Oct'04 and prirority date is Mar 2001. Can I file my
spouse's(dependent) I485 right now.

An I-485 cannot be filed if the priority date is not current for that person, so no.
