Filing I140 by Old Employer

My friend got this situation.

Currently his employer applied EB2 with PD 10/2005 and got I140 approved. He is at his final few months of H1.(less than 6 months).
He has EB3 Labor with his previous employer with PD 08/2003 which was just Now approved.

Can he request his old employer to apply I140 for the just approved EB3 labor though he is NOT working with them anymore. The Ideas is to get the EB3-I140 approved in Premium process and port it to EB2 (when it comes to 08/2003PD).

Would you please suggest as to 1) Is this doable. 2) what precautions have to be taken 3) What are the documents my friend need to have ready.

Any expert opinions from United Nations, Saras and Techy..

GC is for future employment .. one need not work with the company to file for GC... So Ur friend can go ahead and file 140 with his old employer.
