Filing I-485 while waiting for I-140 approval?

Hi

Can I file for I-485 while I am waiting for I-140 approval??
My PD is current under eb2 and my I-140 was filed on Jan-2007. I am going to upgrade to PP for I-140 but since lots of people will start going to file for PP, it is very much likely that NSC will issue RFE to reduce there workload. So my question is while I wait for I-140 approval, can I file I-485?
