I wanna file new H1B visa for an employee. Before filing do i have get any approval from U.S department of Labour...

If YES, i appreciate if some one can tell whats the procedure for getting approval...

I got business laywer but i wanna educate myself....
I cannot pay my laywer what ever the amount he asks....
